HR Business Partner

Job Summary

The role is primarily responsible for the overall management of the Staff Outsourcing-Unilever project. The role will work as a business partner with the client to ensure outsourced activities meet quality standards and expectations and adhere to applicable Standard Operating Procedures (SOPs), Environment Health and Safety (EHS), and Working Processes (WPs), Policies, Guidelines, and Regulations.

Job Description (Responsibilities)

  • Monitor subordinate performance.

  • Develop and implement an effective deployment plan for the workforce including location mapping, resource allocation, key milestones, timeline, reporting structure, and monitoring mechanisms.

  • Schedule regular meetings with the Client to discuss and solve issues of the project .

  • Prepare kick-off plan for new additional headcounts including recruitment plan, budgeting, costing, and workshop.

  • Work with the Recruitment team to build a candidate pool and ensure vacancies are filled on time.

  • Conduct regular field visits to fully understand in and out of the project and employee’s performance.

  • Develop and implement an effective HR strategy for the project .

  • Integrates HR strategy to support the delivery of the project objectives .

  • Works with Subordinates, Head of Outsourcing, Clients, and other relevant persons to ensure outsourced activities meet quality standards and expectations and adhere to applicable Standard Operating Procedures (SOPs), Environment Health and Safety (EHS), Working Processes (WPs), Policies, Guidelines, and Regulations.

  • Ensures smooth and effective communication between Clients and Optimal P throughout the life of the project.

  • Resolve employee relations issues and address grievances.

  • Work closely with Clients and employees to improve working relationships, build staff morale, improve performance and increase retention.

  • Provide HR policy guidance to the project team and ensure understanding and compliance.

  • Monitor and report on workforce movement and workforce planning .

  • Identify training needs for employees and ensure the right delivery of the training solutions for employees.

  • Build a sensible and proper career path for employees to progress and grow under the Client’s Project.

  • Attend meetings and act as a representative of Optimal P.

  • Prepare necessary presentations for Clients on behalf of Optimal P .

  • Lead and manage changes to ensure smooth organizational changes and transitions which will better prepare the team to support the realization of the client’s business goals.

  • Builds and maintains good relationships with various levels, including Senior Leadership Team (SLT), line manager, colleagues, clients, and staff outsourced, and other relevant persons to influence and align everyone to the goals of the Optimal P and client’s business.

Job Specification (Requirements)

  • Bachelor’s degree in business management or a related field.

  • In-depth knowledge of Cambodian labor laws.

  • Strong understanding of all aspects of Human Resources, with the ability to apply best practices.

  • Proven experience and solid knowledge in Talent Management, Rewards, HR Business Partnering, and Change Management.

  • Excellent communication and interpersonal skills.

  • Ability to engage and influence individuals at all organizational levels.

  • Strong planning, coordination, and organizational skills.

  • Critical thinking and problem-solving abilities.

  • Proficient in Microsoft Office applications (Word, Excel, and PowerPoint).

  • Willingness to travel to provinces as required.

  • Possess a valid driving license.
