Job Summary

The Head of HR – Staff Outsourcing plays a pivotal role in ensuring the seamless delivery of efficient staff outsourcing solutions to our clients. This involves meticulous operational management, the provision of high-quality services tailored to client needs, cost optimization, and the maximization of profit margins.

Job Description (Responsibilities)

  • Oversee the holistic performance of the APSARA Project, ensuring its successful execution and deliveries of all KPIs agreed between Optimal P and client.

  • Take charge of all business meetings related to Optimal P. Ensure timely provision of meeting agendas and contents to the client for pre-reading or upon request.

  • Offer strong leadership by providing guidance and direction, and on the job coaching to the individual team members.

  • Set clear KPIs to the team and ensure aligned with client and company expectations.

  • Monitor delivery of team’s KPIs.

  • Address underperformance promptly through feedback and coaching.

  • Provide on time feedback to team both good and poor performance.

  • Involve in retaining team members to work longer with the company by

    providing a clear career growth roadmap and development plan.

  • Ensure team is engaged and inspired

  • Timely recognize good performance team.

  • Lead HR-related project management strategies, including Talent Acquisition, Performance Management, Retention, Rewards and Recognition, and Training and Development.

  • Propose Innovative Strategies and Models: suggest and align new management models and strategies to enhance internal operations and project management within APSARA.

  • Regularly review and develop policies and procedures to optimize project management efficiency and effectiveness.

  • Develop the annual APSARA budget and align activities and expenses with company and client goals and objectives.

  • Manage monthly recharge. Ensure accurate and timely billing to the client.

  • Track monthly APSARA recharge performance and prepare report for client and management decision

  • Act as the point of contact for project expense discussions with the client.

  • Manage bidding processes and service agreements with key stakeholders, including the Project Champion, the Procurement Team, the Head of Finance and Digital Transformation, and the Legal Representative.

  • Ensure timely service agreement signing before contract expiry.

  • Ensure timely issuance of POs and involve with Finance and Project Champion for overdue payments. Collaborate closely with the Project Champion on project expenses and related payment matters.

  • Foster positive relationships with the Leadership Team of the client and other key stakeholders, both internally and externally to gain support in project execution.

Job Specification (Requirements)

  • Bachelor’s degree in business management or related field.

  • Thorough knowledge of Cambodia labor laws.

  • Experience and expertise in all aspect of HR including Talent Management, Rewards, Payroll Administration, Business Partnering, Industrial Relations and Change Management.

  • Strong communication and interpersonal skills including presentation skills.

  • Strong negotiation and engagement skills.

  • Strong planning and organizational skills.

  • Strong critical thinking and able to solve deep and complex problems.

  • Strong planning, organizing, leading and controlling skills.

  • Ability to lead large and multi-levels teams.

  • Competent in using Ms. Office (Word, Excel and Power Point).
